Hi there, my husband has been offered a job at the port in Constanta and we are mostly likely going to take up the offer. I am hoping someone can help me with a couple of questions. Is there activities for kids (1-2 year old)? How are the medical services there? How expensive is it to own 2 cars? Are there any activities for mom and babies? How difficult it is to convert my US driving license? Thanks.

Do not worry
you'll find everything you need in Constanta. It is not 3rd world and 2 cars  rented will cost 100Euros/months ,better to buy or bring from outside.
French and American  School are not available, but kindergarden can be found a lot.
