Is it true that algerians can no longer get married in tunisia?

Hello everyone. I'm algerian living in france and my fiancé is algerian too and currently living in Algeria. We'd like to get married in tunisia because in Algeria the process to get civivally married is too long and too burocratic while in tunisia is far easier a faster. However I read online that algerians can't get married to foreigners in Tunisia because the algerian embassy refuse to give the algerian partner his celibacy certificate or because one of then must be a Tunisian resident is it true? Who should I contact to get all information in tunisia? Do you know of someone who did it?
