i was there yesterday to catch some fish, but there is guard asking me about the card for license?..he said if i have this card i said no..because i'm small enthusiats only is not for commercial..im using fishing rod only and a hand line..i feel frustrated that time...can someone advise me if its true or not of they need a fish license?

I think you should be a member or you should pay some fees to use that location for fishing. That guard was doing his job only.
I would suggest you, if you go there next time to ask him how to obtain the card or the membership.
