VITEM XI cannot be granted, caller, beneficiary of family reunion??

Can anyone explain this statement "VITEM XI cannot be granted when the caller is already beneficiary of residence permit by family reunion", for someone applying for a Family Reunion Visa. thanks

01/19/26 @aly123.  Brazil's Law of Migration is written to discourage so-called "chain migration", the situation in which migrants gain permanent residency in Brazil by virtue of a family relationship with a Brazilian, and then attempt to bring other family members into Brazil by virtue of a family relationship with themselves.   The "chain" cuts off with the first person who benefited from a VITEM XI.


One way to resolve this is for the beneficiary of the VITEM XI to be naturalized as a Brazilian citizen.  As a citizen, the person is no longer the beneficiary of a VITEM XI, and can act as "caller" in his/her own right.  If the permanent resident cannot become a Brazilian citizen and if the family members would otherwise qualify for a VITEM XI  -- e.g,. parents, grandparents, children, grandchildren, disabled adult siblings dependent on the permanent resident for support -- the resident should review the situation with an attorney to determine whether there's an alternative legal solution.
