You can submit the request to your jurisdiction immediately, right on the site. The kind of response you'll get depends to some extent on the state and local laws of your jurisdiction.
I was lucky: Illinois allows former residents who are expats to continue vote there as long as they haven't established residency in another US state, and Cook County where i used to live is very responsive. I submitted the form on a Friday, and heard from them the next Monday morning to let me know that they'll e-mail me my ballot in time to get it in, either by email or post. I hope that it's similar for you in Maryland, or Rhode Island, or wherever!
