In ideal case, find and confirm a job online and let the company take care of Visa and other legalities.
Though Linkedin remains the best portal for job finding for a white collar professional, I am listing a few other sites focused more locally to UAE.

The other desperate way people use is that they come here on a visit visa and try to find a job in that period (1 to 3 months).
