regarding haad license cancellation and re-regestration.

i currently ending my contract with my current employer and i want to transfer my HAAD licence to the new facility. But unfortunately my old employer had started the cancellation procedure. but they delaying the completion of cancellation. so what can i do to complete the cancellation and initiate re-regestration with the new facility?
