Transfer for new employer

My employer has terminated my contract due to completion of the project and they don't have available project to re-assign me but luckily I got new offer from new employer and I accepted it. Can I transfer to new employer if my old employer did not accept the Qiwa transfer request?

Approval of your current employer is mandatory for transfer.
Did you check with your employer for transfer?

I requested them already but no positive reply coming from them, then I opened my Qiwa account today and checked the offer status, it says that the offer was expired due to no action to the transfer request.

You are on company sponsored visa, your employer will not allow you to transfer locally.
