Police clearance

Hello,




I just got hired for a new job but in order for me to proceed with it I need police clearance. I have a loan and since I lost my job I cannot pay for it and then put me in travel ban but I have been paying for it for the last year but they said need to pay full amount to get me cleared as rules changed. I just want to ask if I can get a police clearance even with my case?
