Police clearance certificate(if Absconding visa ban puts on profile)

Hi everyone , my name is Jarnail Singh I'm an Indian national presently working in Muscat Oman. I have worked in Qatar from 24-02-2009 to 20-01-2014 in a contracting company. After four years and six months of my service due to some other disputes my employer filed a complaint against me in CEID that my worker got Absconding but actually it was their strategy to save his money. I wasn't aware with the complaint that employer has filed and according to my company's management's order I was in room seeking their further decision ,because they revoked my service. So after seeking their mercy till one month I decided to get the matter into labour court but Labour court officials told me about my online complaint of Absconding so they didn't help me. Lastly I approached Indian Embassy for intervention So Indian Embassy gave me a latter and sent me to surrender in CEID and said make them aware about the  matter. And later CEID sent me back to India without any imprisonment.
Now I am eligible to apply for Work permit of Canada and I have proper job offer from there so I need police clearance certificate from Qatar because I lived there in past and Canadian immigration asking for .I applied for Police clearance certificate from Qatar with proper documents through my friend but CEID didn't issue me police clearance certificate. It's ruining my future I didn't commit any crime during my stay in Qatar but authorities are doing injustice to me under influenced of my Qatari employer.
How can I overcome this issue, is it possible knock court's door to get police clearance certificate or what would chances be to overcome? If CEID puts lifetime ban to Absconding workers then what's the impact of Indian Embassy's intervention in Surrender of any victim? Please help if someone have any idea to tackle this.
