prometric exam and Visa issuance in Qatar

I am kindly asking about the status of prometric examination and visa processing for Healthcare professionals in Qata. Becuase I have been informed that there is current restrictions  from Qatar MOH on healthcare professionals. Therefore, I am inquiring if this is temporary or against specific nationalities?
