Kuwait schools refusing homeschooled 9-year-old — need advice

My 9-year-old daughter has been homeschooled so far. We're trying to enrol her in Year 5 at a British curriculum school in Kuwait. Because she doesn't have a school Transfer Certificate, every school has refused admission.

I have a letter from the Ministry of Education directing schools to conduct a placement test for her. Even with that, schools have refused — they seem to treat it as a legal risk rather than run an assessment.

Has anyone in Kuwait been through this? Are there British curriculum schools known to accept previously homeschooled children via an entrance test?
