Inadequate heating in winter

It seems residential heating barely makes any difference in indoor temperature. Not just me, but also some of my coworkers. Is this really so common? What's wrong with the heating unit? Maintenance people come and go and can't fix it. I suppose the unit is a heat pump, completely on electricity, not using natural gas. But that shouldn't matter. A good heat pump can heat up the rooms just as well. Any comment?

Get a small ceramic bulb heater . Or even an oil type heater . They are not too expensive. The ceramic bulb heater is about 5 to 10 kd . 5kd if 2 heating elements. 8kd if bigger type and so on
