What can I do if I have noisy neighbours in Kuwait

I have a very noisy neighbour who keeps blasting music. Blasting mens, I can hear it through the wall. Sometimes it's their TV. I tried to knock the door and have a polite conversation with them, but they never opened the door. So after that I complained to the hares, multiple times, once he even came with me to talk to the neighbour, but they didn't open the door again. They don't do it after 10 pm, but still... Why on earth do I have to listen to their music and TV?? If I want any of this, I will put my own on. Today it repeated again, and when I went over and rang the bell, he just yelled something through the door, but I can still hear his music. Other than not wanting to listen to music, I don't want to listen to his BAD music. I sent a complaint to the building management though Linkedin as I have no other contact to them, and I have no idea where to reach the owner, and I received no answer whatsoever. Why don't I have the right to relax in silence in my own home on my only day off??? What can I do? Call the police? Write a letter? I think that the same dude was drying his underwear in the corridor, but that stopped after the municipality checks after the fire in Kuwait. Please advise. What can I legally do? Or should I just get a trumpet or a scottish pipe, and make him happy this way?
