Hello mwayirickymartin,

Welcome to Expat.com 😀

The first step is usually to find an employer willing to sponsor you and apply for the proper visa through the Israeli consulate in your country.

You can check the official requirements here: Israel Ministry of Foreign Affairs

Hey, happy to share what I picked up. A friend of mine went down a similar road, so this comes from watching him figure it out the hard way.

The honest answer on both fields is that it's tough for a Ugandan national applying from outside. Israel runs foreign worker permits through bilateral agreements with specific countries, and the agriculture quotas go mostly to workers from places like Thailand, India and a few others. Uganda isn't one of the main agreement countries for that sector, so there isn't a clean official channel the way there is for those nationalities. My friend learned to be really careful here, the agriculture space is full of "agents" promising a job and visa for a fee upfront, and a lot of them are scams aimed at exactly this hope.
