Visitor lost passport

My friend came on visit visa from India. He lost his passport in bahrain. Can he apply for new passport after all process FIR n all??

Ask him to approach his Embassy.  They will advise him what is needed.   In all probability, they will give him a one-way out pass which will allow him to go back to his home country and apply for a passport.
