Both possible. Only issues are with tourist evisa nowadays.

Application must be paid with at least 6-7 working days remaining in visa validity. But now with Covid and additional requirements, get someone on a 1 month visa and immediately file application to have a chance of it getting done.

You mean if 1month evisa is better chance to get ( on a 1 month visa and immediately file application to have a chance of it getting done.) this point I don't understand

It means that try to get a visa for the longest period of stay to allow time for the process to complete.

My work visa was applied 8 weeks ago and still, visa has not been issued. The colleagues who got their visa applied before me and still on the status of employment Visa in Progress. So I am not sure how much total time it takes to have the process completed. Too many variables are unknown nowadays.
