Embargo on car

We had a speeding fine where we didn't receive the paperwork, the Spanish authorities placed an embargo on the car. Long story short the fine has now been paid, we have confirmation from the bank & the Spanish tax authorities that the fine has been paid nearly 4 weeks ago, but the embargo has not been lifted has anyone any experience or knowledge on how the get it removed? We have agreed the sale of the car but the garage can't accept it due to the embargo
