NIE / Padron

I am working in Madrid for 5 months until December and am an EU citizen. As I am trying to get my NIE so that my work can register me with social security, I need to go to a CUE appointment. When I went to padre piquer for this I was turned away for not having my padron certificate. However, for the padron it is a requirement to have 6 months on a rental contract minimum, so I can't do this. Am so confused on how to get my NIE when staying in Madrid for over 3 months but under 6 months! Need this sorted asap as my work are keen to register me, if anyone has been in a similar situation or has advice please!

You just do your EU Citizen Registration. They need an address but they don't ask for the Padron certificate. You get a little paper certificate which includes your new NIE.

I currently hold a Long-Term Residence (LTR) permit in Italy, but I'm planning to move to Spain. What’s been challenging for me is understanding how to begin the process. Finding a job is already difficult, and having to explain that I need to go through a legal procedure that might take up to three months makes it even harder.


So my main question is: Is it possible to apply for a Temporary Residence (TR) permit in Spain without having a job offer? Or is it strictly necessary to first secure employment and then apply for the permit?


I know it's been a while since I started thinking about this — almost two years — but I’m giving it another shot and hoping for some good luck this time.

First, when you say "Long-Term Residence (LTR) permit" do you mean the 10 year card / permanent residence? i.e. you've already been living in Italy for 5 or more years and have the Soggiornante di lungo periodo – CE. Or you have a 5 year (or less) card?


If the latter, then you can apply from scratch as a non-EU citizen. If you can find a suitable employer and job offer, you can apply for residence by employment. You can also do it as self-employed. Without a job you can try the NLV (No Lucrativa Visa). This doesn't allow you to work, but it gives you legal residence so you can move to Spain, find a place to live. Then, you do your job search and it's a bit easier as you're already there. But you still need a cooperative employer and suitable employment contract/offer, and you'll need to change your residence status.


If the former, this is a big deal as EU mobility rules say that you SHOULD be able to relocate to Spain based on this. However, I'm not entirely sure how one does it. I've found a couple of information pages for you. My guess is that you apply directly for the equivalent Spanish LTR (Autorizacion de Residencia de Larga Duracion UE). The form is the EX-11, and one of the options included is already holding the LTR from another EU country - Titular de autorización de residencia de larga duración-UE en otro Estado miembro (art. 155). I think you'd be swapping your Italian LTR for a Spanish one.

Thank you for your answer and sorry for my late reply. Yes sir I do have the soggiornante di lungo periodo EU, I’ve been living in Italy for the past 6 years.

What if I apply to the residence with no lucrative purposes as you mentioned? I was checking the requirements but in terms of the mine is not very clear, how much would I need. And also my Italia residence would be cancelled if I get the Spanish one for non lucrative purposes?


Do you think I could perhaps get a remote job in Italy and move and live in Spain with that residence of non lucrative purposes, because that would be so good for me.
