Residence Permit Help

Hello,
I am a German citizen that was living in America. Currently moving to Romania.
I will be applying for a residency permit based on 'means of support'.
I am currently in Romania, and have been trying to open a bank account for 1.5 weeks now. Every bank that I have been to either say that I need to work for a company in Romania or already have the residency permit. Though, it's my understanding that I need the bank account before the permit to prove that I can support myself.
My question is: Is it possible for me to just use my bank statements from my U.S. bank accounts? Since I am having so much trouble finding a bank here that will allow me to open an account.
I called the immigration office today to ask them, but no one that answered the phone spoke english. Now that I have a translator next to me, no one will even answer the phone.

Try Banca Transilvania or LIbra. It clearly says on their websites that all you need is a passport. You may also need some proof of address, such as your rental contract. I've seen people have problems with this in the past - you just need to keep trying, and if the clerk you're dealing with say no, ask him/her to call his superior.

Go to big branch dont go to corner braches , its not hard ,

I have finally been able to open a bank account. I have been to pretty much every bank and they either said that I need to work in Romania, Need a Romanian CNP number, or they will call me later. They never did call. I even went to all the headquarters with no luck. I took a friend with me, that I met here, to BCR headquarters and was able to open an account after 8 hours of waiting and demanding. It’s really not as easy as it should have been.
