Good banks to open an account for an American citizen

Hi, can anyone recommend a good bank to open an account with in Romania for a US citizen? Obviously, they have to be able to deal with US treasury regulations like FATCA without causing problems down the line and have decent fees on foreign exchange, account maintenance, money transfers, etc.
