Driving license in Romania

Hello,

I reside in Spain, I was told that I could get my drivers license in Romania, as its part if the EU. We recently moved to Spain from South Africa and we have a valid Drivers licences.

I was told that we can get a temporary residence , the do our learners and drivers license. Then return to Spain and swop the license over for a Spanish license?

Is this possible?
