Type of "eligibility to marry" certificate

I live in Texas, planning to get married in Romania to a Romanian citizen. I am required to obtain an "eligibility to marry" certificate. So far the only one I can find that is available to obtain is at the county level. Will this work?

yes but the response was very vague, I was hoping to find a citizen who has done it previously so they could tell me what document they used specifically.


this is what the romanian consulate replied, and it is not helpful;


”proof issued or authenticated by the diplomatic mission or consular office of his country - in the case of the future foreign citizen spouse - from which it can be seen that the substantive conditions required by his national law for the conclusion of the marriage are met;”

Wow i am from DFW texas and planning a trip to romania to consider living there. I also hope to find a great person to marry!
