I just checked that link; it's old and the information is no longer relevant.

If you want to travel anywhere in Holland by train, you will need an OV-chipkaart; this link explains the current process.

To answer the OP question; no such thing as a monthly train ticket any more.

Basically, the discounts available for regular travel are only for weekends and outside peak hours (Monday - Friday from 9.00 - 16.00 and 18.30 - 6.30).

There are also sometimes special offers on websites like "Actievandedag"; this link will take you there; we use that sometimes for day trips.
