He wants to open a home improvements co no company and he's a UK passport holder

Hi and welcome to the forum.


Your friend needs to first get himself the appropriate Residence Permit; from what you've said, he should go to the Dutch Government (IND) website, this link will take him straight to the "start-up" page.  It will take him through the process he will need to go through to successfully apply for this permit.
