Car/motorcycle import to Latvia from EU.

I am planning to buy a motorcycle from Germany and import it to Latvia. I live and study in Latvia.
I googled around and also searched on CSDD for info but there was none.

What are the rules for car/motorcycle import to Latvia from Germany or from an EU country?
Do I have to pay VAT and TAX? Does anyone know what are the fees and how much it will cost me if I travel to Germany and buy a motorcycle there and bring it back and register it in Latvia?
