The requirements depend on your nationality. EU citizens can generally live and work in Greece without a work permit, while non-EU citizens usually need a job offer and the appropriate work and residence authorisation.

You have to find an employerer willing to sponsor you first, and then they will apply for a work visa. But they have to provide evidence to immigration that they can not find anyone, from Greece and then the EU to fulfill the position. You can only do this while outdide the country.
