Please ask your question about marriage formalities in the appropriate country forum - in your case probably Philippines. Or, even better, ask the relevant authorities there what they need and what you should do. It is unlikely that an expat living in Germany knows about this!

If, however, you need advice on how to get something in Germany (e.g. certificate of no impediment to marry), you are correct here. I cannot see such a question in your posts, however.
