Purchasing an non-electric house and new regualtions

I am looking at houses in rural areas and notice most use oil or gas for heating or cooking.  Also, I noticed that most rural towns do not have too many EV charger stations. 


So should I only look at houses that have the electrical capability to convert to all electric?  What are other people saying about these  upcoming regulations. Won't these regulations be costly to the individual?  Do they make farm equipment that is all electric or construction equipment? 


Coal (2030): France plans to close its last two coal-fired power plants by 2027, effectively exiting coal for electricity generation before 2030.

Oil (2045): Transitioning away from oil by 2045, heavily focused on the electrification of transportation and reducing oil-fired boilers.

Fossil Gas (2050): The goal is to phase out fossil gas by 2050 for all energy purposes (heating, industry), promoting heat pumps and energy efficiency in buildings.
