Unfortunately caserios can pop up anywhere in the future so there are no guarantees. Most of the people there are good people if poor but there is also always a drug distributor running things from his mother or grandmother apartment and sooner or later somebody always wants his turf.

Shit happens but put your fears aside, it is not all bad, it is a concentration of people, a possible market also for legal activities like a Panadería or gas station or neighborhood convenience store.

To answer the question a bit more practically, public housing projects ('caseríos') are readily identifiable in Puerto Rico, usually consisting of many, medium-rise buildings, all painted the same color, and often on controlled access streets. On the other hand, in the metro area areas relatively nearby caseríos are not necessarily bad areas. For instance Ocean Park & Isla Verde (very safe) are both very close to the Llorens housing project, which is generally considered unsafe.
