Independent Construction Oversight person in Sosua/Cabarete area

Can someone recommend an independent construction oversight person in the Sosua/Cabarete area? I want to hire someone to oversee the construction of a villa in a gated community. I don't live in the DR currently, so I want someone to keep an eye on the construction. I would appreciate if someone could recommend a person like this based on a personal experience.

What are you wanting this person to do, exactly?  Be paid to be on-site everyday, all day just watching the build? Or actually be involved in the build like a general contractor?


If you just want regular updates of progress, your realtor usually takes care of that for you.  I know in some communities there is a Facebook or WhatsApp group and you could ask for updates from them. Some people are very keen on watching new builds and are happy to share pictures.

Yes, I have someone I can highly recommend. He supervised the remodeling of my apartment about 4 years ago. He is still available if you would like to call him. He is not a local contractor. His name is Marcel Andris.

I am from CANADA and do not speak Spanish or French so am pleased to recommend Mr. Hector Minaya (he is a very  "well connected" (industrially and politically) Dominican man who also speaks excellent English and has a great modern higher education as well) and he is VERY intelligent and very energetic and experienced local construction organizer. While in CABARETE  i have personally (in 2025) observed him over several weeks (we were in the same place) dealing with both Dominicans and Canadian property owners (a few i know personally) and investors who own income and investment properties in the DR and also critically I personally observed him also dealing with the very poor AND also the more well-off more Dominican business people and he handled both well. (no problem handling the more modern "gangsta type" or alternatively dealing with the old fashioned "purer Dominican villager-farmer type either (the people i love because most have good hearts) . I found Mr. MINAYA to be genuinely an excellent "people person" !  --- In my own experience dealing with local Dominicans it is critical to retain a WELL-CONNECTED local DOMINICAN representative that will be 100% loyal to you, while maintaining "the absolutely necessary trust of his own people" and connections that are Dominican  and someone who is solid and energetic and HARDWORKING. Having THE TRUST AND THE RESPECT of the ones that do the actual physical work for you in the end is absolutely CRITICAL. Someone like HECTOR is well worth paying for to bridge the gap between you and the end result.  Check out Hector MINAYA  (you can tell him i referred you if you wish) and do YOUR OWN due diligence!  ***
