setting up a small construction company as a non resident in DR

I was wondering if anyone has any experience with opening a company in DR and how stringent and time consuming is the paperwork side of something like this.

Opening a corp takes about a month. Sometimes it's a bit faster. The paperwork is pretty straightforward but the process is ridiculous.  I do this for clients routinely.
