Refund on Import and Duty Fees Amazon

We ordered an induction cooktop from Amazon US to be shipped to Playas del Coco via MyUS.com.  We had to pay import fees and duty.  We're wondering if, as residents, we can get that fee back and if so, how do we go about it?

What causes you to believe that ,". . as residents . ." , you would be exempt from the import duty that everyone else pays? Where does that come from? I've certainly never heard of such an exemption.
