Take it into any of the big cell phone stores such as "Thế Giới Di Động" (search Google maps near you). They will show you how to check it and sell you additional data.

Can you dial a phone number from your tablet?  If you can, then dial *101#, hit enter or the phone icon.   The message will be in Vietnamese but it's very simple to understand. 

There are two lines with numbers: the first number on the first line is the amount you have left on the card; the second number is the expiration date.  The second line is about pings and seconds.
