That is a hell of a photo. I go about once a month to a barber not 200 meters from here, so I recognized the locale instantly. My apartment is about 1 km from here.
This is not the only place in HCMC where bad flooding occurs. Thao Dien has even deeper water on some of its streets. In this photo, you can still see the yellow, dotted centerline of the street!
