I'm wondering if VN banks will loan money to a VN citizen who has a foreign resident to co-sign...or something like that?

What type of "foreign residency"?

My SWAG:

Considering the most recent banking restrictions, definitely not on a tourist visa and probably not on a TRC.

Maybe, if you (the foreigner?) have a PRC.

Probably more likely if the foreigner has established a business here, obtained their own credit and has significant amounts deposited in long-term savings instruments.

I'll be happy for you if I'm wrong.
