I've not heard or seen anything like that here, there are of course Chinatown and Korean areas, but aside from D2 (Thao Dien) I don't think there are nay other expat regional areas.
Given that the largest western expats here are from down-under there's not even a little bondi beach hangout :-)

Most of them hang out either down-town or around Pham Ngu Lao. It's a pretty small community remember.

Yep like Corsa Italia in St. Claire in Toronto, Canada. It is a community of mostly Italian Immigrants but I've seen a lot of Portuguese too.
