I read that patient 271 was a "relapse" case, having tested positive and then negative after quarantine while still in the UK. He then tested positive here and was quarantined. All of these relapse cases seem to be merely pieces of dead virus -- the tests cannot discern live from dead.

Yeah, I read a couple of articles about that this morning from different sources including the WHO.
It's dead lung tissue maybe being expelled that still has live virus in it. Not contagious.

This is an interesting read from Canada's CBC TV network.

It's about Canada but it could apply anywhere.

Except here in VN where from what I can see people are behaving as if the pandemic is over and we won. To be fair VN is one of the countries that has done well containing the virus and people do need money. Canada has a few of programs that give money to people who lost their income due to Covid measures. Expats can borrow up to 5000 CND to cover expenses for them and their immediate families to get home.

Here are some excerpts:

It's a pandemic paradox: The nasty pathogen that drove us inside is still spreading — but now we're told it's time to go out and face the risk.

Some fun facts: About half of all Corona virus deaths in Canada are from nursing homes.

Funny how as you get older how certain things or news take on a personal significance in life. Just heard on the news that Roy, of Siegfried & Roy fame has just died of the Corona virus. Saw their show at the Mirage Las Vegas in 2001, prior to 09/11 you had to book like 1 year in advance but because of 9/11 we got seats & what a show that was....absolutely fn amazing!!
2003 one of the White tigers attacked him on stage, he never worked again.
Survived the tiger but the virus got him! RIP Roy

It's twp "l''s. An old Scottish name i believe. I may be proved wrong but after all the meatpacking scandals are over, Cargill will prove to be maybe the most ethical company. The real problem is the nature of the work. To separate the workers they will need to slow down the line which will have to be made up for with in higher prices for meat as a given facility produces half as much. No company wants to be the first to slow down so they are all waiting for government to mandate it for all of them. That's not going to happen in the US. Maybe it will in Canada.

Just asked my wife to read that 79/NQ-CP 2020 law. But it doesn't say that the visitors can come back on the 1st July. Restrictions are still the same.
The law is just about the e-visa that will be available to 80 countries on the 1st July.

Visitors with e-visas can enter Viet Nam at eight international airports, or arrive via land at 16 international border gates and via sea at 13 ports across the country.

I think they just meant to say: e-visa is a valid document, considered the same as a classical visa.

But well... with that new law, we can expect new announcement soon

Looks like the US consulate will be opening up starting June 1 for non-emergency appointments. I hope they start immigration VISA interviews soon. USICS is opening June 4 and supposedly consulates will start to open at that time based on a case-by-case basis in each country. I would think Vietnam should be at the top of the list for being safe to open.

From a very highly reliable inside source just minutes ago:

- The country will definitely be opened on July 1.

- That's the only sure thing.

- Whether quarantine is still in place, whether tourists can travel freely on their own, whether health report and travel itinerary are required, whether a declaration of presence is mandatory at UBND, etc. are still under discussion or to be discussed.

I hope this is posted in the proper thread. I was criticized in another thread for expressing the opinion that countries may begin to ban entry from the US due to the poor level of control. The EU which presently has a universal entry ban, is now likely as of 1 July to allow entry from certain countries. It appears likely that the US, Russia, and Brazil will specifically be excluded. The article is based on a draft of the proposal obtained by the paper. Vietnam was specifically mentioned in the article, and presumably the draft regulation, as a country whose citizens will be allowed entry. https://www.nytimes.com/2020/06/23/worl … e=Homepage (Note: The NY Times has a firewall but allows 10 articles a month.) This may assist those who are hoping to return to EU countries from Vietnam.

Even the borders between the US & Canada are closed, so it's normal the US are waiting a little more long to go anywhere even to Europe.
Remember the first country to close the borders was the USA. They closed with Europe in 48 hours. After, all the Asian countries copied the USA, so Vietnam closed too its borders with all the other countries. Asia copies the USA, and the idea to close the borders is a Trump's idea©.

Here is the information on the 40,000 who entered the US after Trump instituted the travel ban from China. The information is available from several sources but here is a link from Fox News as that should satisfy your apparent mind set. Maybe when you announce closing the border is not as important as how effectively you close it.

I can say from first hand experience that there was little, if any, control at Dulles Airport in Washington DC. I arrived back from VN on March 2nd, and no one at the airport asked me any questions related to COVID-19. At that time, the virus was blowing up in Italy and Iran. My connecting flight was through Qatar and had many people connecting there from China. On that day, there were only 75 infections reported in the US.
