First ask then the reason why they want to make it in Vietnam? If they care about price, then you should interduce local place where people could not speak English, and you can be an interpreter for them.

If they care about the quality then you can assist them to find the place where people can speak English, I've seem some of the 5-star hotels in Saigon they have this kind of service.

I was getting shirts tailor made in Hội An, first for $60.00 long-sleeves, linen with mandarin collar, then on my second visit, I was offered the "deep discount" of $40.00, because I was a repeat customer.

That's including fabric.

Outstanding shirts.

Perhaps the price is partly justified by the tailor being in a higher rent tourist area.

However, my Lady Friend introduced me to a tailor in her neighborhood (North Đà Nẵng).

His price is less than $7.00 USD

I provide the fabric, purchased at a bargin with help from my Lady Friend.

In 1998 I brought some very good fabric from the States to Can Tho and had a half-dozen fitted shirts made for $3 each. I later found there's a market in Cho Doc that sells excellent fabric imported from Cambodia.
I also had two ao ba ba made in black and white, and a pair of Ho Chi Minh sandals.

I just got a got a great shave and mustache trim for under $2. And I had the best won ton noodle soup of my life this morning. I'm having great fun joking with the locals. Some of the ladies can get pretty racy.

I told her "ba dep nhung toi la con khi gia" - She is beautiful but I am an old monkey which defused the situation very well.

I am home.

We found a tailor in Tan Phu, near my old apt. No English at all, and if he promises 1 week, plan on 2 or 3, but his work is impeccable.
Perfect fit. so far I have had him do one suit and about 6 or 7 shirts, all long sleeve

Prices on shirts is 500,000 vdn, suit was about 5M vdn

My only surprise was I expected the very light fabrics found in Korea for suits, but they are not available here in Vietnam because the market will not bear them.
So, my suits here are heavier than in Korea.

I will go get some more shirts before Tet, well before Tet!

Someone once told me that the best fabrics can be found in Thailand. I'm hoping to make a trip there this year and bring some back to my new Vietnamese tailor.

Try Cao Mihn in Dien bien Phu... They are very professional and have nice fabrics... They have something for everyones pocket from luxury to normal European working class.... Good luck!

I considered doing something like that, but it's also matter of the fabrics the tailor is accustomed to working with.
I've asked my textile expert. I'll get back to you when I have more info.

I don't know if this has any basis in fact but I was once told that Vietnamese consider the tailors in Hue old city are to be the best in the nation.

it's hard to say who is the best, but Hoi An has been known as a place with high-quality tailors for decades. as with anything in Vietnam, ymmv I once went to a "world-famous" tailor that fitted me for a pair of trousers that were so uncomfortable I gave up after the fifth fitting and just chalked it up to my awkward body

No, Ha Long is known for tailors who are willing to cater to time-restrained tourists.  High quality and fast are two different matters, but most tourists are too ready to believe they're one and the same.

A made-to-measure suit requires also a sense of style. The odds are that someoone will cut corners and say use polyester. With catastrophic results.

Got Thomas Pink shirts, 5 for like 100 GBP on Ebay UK. But I saw that many brands get their shirts made over here. Seidensticker has a factory outside Hanoi. So you might find local shops selling their wares at deeply discounted prices. (Even here in Thanh Hoa City are some suchh outlets. One happened to have a huge dry cleaning machine in the back room. I asked for dry cleaners and couldn't believe finding them at a retail outlet).

Blazers and jackets are almost given away when used. Even true hand-made suits from Savile Row can be bought for  l e s s . But YMMV.
