Not for eating...it's for breeding. A Viet friend told me to join in the business. She travels to Thailand and bring dogs in with just a certification from Thai authorities. I m just wondering is it that simple? Any help will be grateful

No, it is not that simple.

As all things imported into Vietnam, you need to have import permit. In addition, quarantine. Since your friend is Vietnamese, give her this link

If you guys don't want paperwork: just cook the dog (well) before bring it into Vietnam. (Thai in the Northeast do eat dogs as well.) No need any paperwork. If the toll wants any problem, give offer him a cut (a leg is probably enough)
