Border run from HCM to Cambodia for 90 Tourist Visa USA Citizen

Thank you in advance.  Thank you for your patience with a newbie asking questions that may have been answered many times before.  Please explain the actual DIY process of a border run to Cambodia.  A few questions...

Can I apply for the new evisa online while in Vietnam?  if not, will i need to stay in Cambodia during the 3-5 day online application approval?  There are services offering same day exit/return; how do they accomplish that? 


Any advice, suggestions or recommendations are much appreciated. 


Trying to figure this out in advance.  My current 90 day multiple entry tourist visa expires on DEC 17.  Hoping to renew and stay in VN during the holidays and Tet.
