@OceanBeach92107 She was born and always lived in the country and never moved out of the country. So it's really just a matter of a change of location for her. But, yes it does seem HCMC wants the ownership as part of it....

@mith7 since this year the Hometown and Residence place are both more realistic by the new law of residence and citezenship. I'm also a witness how some public agents are not updated with the new changes about citizen ID and passports. My advise is take a notarized copy of your wife's current homestay and employee contract, then go to renew the passport and citizen ID card in Saigon. Then verify the Residence field in the card and that is the Permanent Residence.

In fact I'm surprised why your wife doesn't have the new chip-based card yet.
