MOM entry approval rejected

I'm going to Singapore from Hong Kong and holding a Work Holiday Pass. I applied for entry approval more than three weeks prior to the planned date of arrival (3rd Apr, submitted 11th Mar). Given the under-controlled covid situation in Hong Kong, I'm not sure why I'm rejected.

Any suggestion? Is there really a quota for each country everyday? How do I increase chance of being approved? Can I submit another application straightafter I got rejected?

My friend applied from China around the same period of time, but got accepted.

It is unclear which criteria the authorities apply for approving/rejecting entry permits.
But this being meritocratic Singapore, it is unlikely to involve quotas. I think they might look at how the applicant benefits the country - meaning essential sector workers and leading figures can come, optional short-termers (to which the WHP probably counts) cannot.
Unfortunately there isn't much you can do to increase your chances. Try applying again when the COVID situation eases!
