There is an interesting route planner that you can use for journeys in the Philippines called Rome2Rio which gives you various options. Have attached a link. The drive down the west coast of Cebu I would imagine would be quite scenic either by taxi or bus depending on your budget. Old Dog New Tricks the vlogger did a video from Santander on the south tip of Cebu where you can get the short ferry to Dumaguete. Have attached a link to the video which highlights an escorted sightseeing service you may wish to avail of. I stress that it's strictly above board but note that Angel & Yolanda are both single
