No,

The country where the income is Earned from will be the one you owe tax too.

If its income from the US then IRS will tax it, if its earned here in the Philippines then it will be BIR.

So after moving here you will be required to file a tax return with IRS yearly.

For the last 5 years I have used the IRS affiliated free online service OLT.

So if Someone had income from both countries they would be required to report income to both.

But as far as a Expat living here off of a USA SS you only have to deal with the IRS while here.
