Lost Green card

Hello all, looking for your experience and recommendations. My wife a citizen of the Philippines and is currently vacationing in the Philippines has lost her green card. I called USCIS and was told to submit an I-90 application to replace her lost green card which I did in April. I fully expected to bring her new green card to the Philippines prior to her return flight. Unfortunately due to all the immigration turmoil in the US the processing time has increased significantly and she still does not have the replacement. Has anyone recently submitted the I-131a to the US embassy in Manila to obtain a boarding foil to return to the US?
