Can someone please explain what a letter of Conduct is?
as an Australian citizen thinking about applying for SMM2H do I apply to kln.gov.my or do I get it from Australia. We have lived in Malaysia for 17 months.

The letter of good conduct usually would come from the police authority in your home country. If you have no home address now in Oz, that could be a problem.

Yes, generally they would want a letter from your home country Police Department or Federal Law Enforcement authority. 17 months (1.5 years) may not extend far enough back to give them the information they want about any criminal activity you might have on your record. Plus they can easily get police reports locally.

However the requirement for a Letter of Good Conduct is relatively new for Sarawak. The rules are vague and there is really no one that has experience of what they would expect. Another problem is that you are likely on a Social Visit Visa (I presume) and that's really a temporary pass. It doesn't show long term residency.Get the Australian report if possible.
