All State and Federal Immigration Offices are closed. Thus it will be impossible to obtain a visa, and extension to a pass, or hand over applications or materials over the counter during Movement Restriction.

I did find this on the USA Embassy website indicating that those who have visas or passes that expire DURING the Movement Restriction period may leave without being subject to any fine or penalty. Furthermore, extensions for an extension of the visa/pass must be undertaken within 15 days of the end of the Movement Restriction.

In other news, foreigners with long-stay passes may return to Malaysia...BUT they will be required to remain in a quarantine center in Selangor or Negeri Sembilan for two weeks. This is supervised lock-down, not voluntary. My understanding is that this will be paid for by the Malaysian Government, meals included. But they are wonderfully vague on some details...private or shared quarters? Families can remain together? Can items of personal use be delivered to the quarantine centers (books, computers, clothing, personal hygiene items, medications)?

1. ENDORSEMENT
(a) All new endorsement will be suspended.
(b) All new application for Visa With Reference (VDR) will be suspended.
2. NEW APPLICATION
(a) All documents for new application MUST be submitted by courier to the MM2H
Centre via this address:

Federal Government Administration 62200 Putrajaya
(Ref: New Application)
(b) If the documents are complete, the MM2H Centre will acknowledge the application through the Check ‘N Track System and the reference numbers (five digits) will be generated and send automatically to the e-mail that is registered in the Check ‘N Track System.
(c) For any inquiries regarding the new application, please call the MM2H Hotlines as follow:

4. TERMINATION

(c) For termination procedure which involves the cancelling of the MM2H Visa on the passport, the participants/MM2H agents MUST schedule an appointment with the Immigration Unit, Malaysia My Second Home Centre via e-mail at iswanna@motac.gov.my or via phone 03-8891 7451.
(d) During the appointment, the participants/MM2H agents MUST bring two (2) copies of the required documents and the supporting letter to the MM2H Centre.
(e) For any inquiries regarding the termination, please call the MM2H Hotlines as follow:

The immigration dept have issued a memo on the waiver and all have been given 30days for applying.

Can you let us know how applicants should apply for the extension? Does it need to be done online, at an immigration office, or is there just an automatic 30 days given and no need to do anything?
Could be that they are planning to extend the lockdown until the end of April

Immigration Offices were opened starting yesterday for those activities. Unfortunately there were long lines. Today (May 7th Thursday) is a public holiday (Wesak Day) and the offices are again closed. But tomorrow May 8th (Friday) they will be open from 8AM-2 PM. Then a full days operation on Monday (May 11th).

If you need an extension you may need to get justification from your embassy. Hopefully they will be generous with extensions because there are not very many flights out and people may not easily be able to get a flight home or to a nearby country that doesn't have rigid quarantine standards.
And if you return you may expect another long quarantine.
But this will likely clear out people who have been using "Visa Hopping" to stay repeatedly in Malaysia and other countries.

The article is unclear as to whether Peninsular Malaysia will treat groups differently based upon date of arrival...all it says is that those wanting to extend should justify the extension by some statement from their embassy.

My impression is that you'll have 14 days to get everything arranged when the Movement Control Order ends (or if it is extended). Likely there will not be many flights until June 12th as interstate travel is restricted for Malaysians. Non-Malaysians actually may get permission as they may make an argument that they NEED to catch a flight out of Malaysia.
In any case it looks like the planned cheaper routes are to Ho Chi Minh City, Medan, Phuket and Singapore IF these locales allow foreign travelers at that point without quarantine.
