Can anybody know the steps and procedures to open a food stall in Malaysia as a foreigner?

I'm guessing here, but I suspect you'd have difficulty getting a work permit, possibly more so as you've already had one cancelled.

Time for Gravitas to confirm.

Yes, it's an area not open to foreigners although some people do rent spaces in food courts but they are illegal. Restaurants owned 100% by foreigners have tough rules about size and investment. It would be easier to co-own with a Malaysian. It depends if you are looking for a work permit or not. If you are you would need culinary skills experience to get one (being an owner is not sufficient as they are just viewed as investors).
