American Express Phnom Penh

Hey guys,

Does anyone know of any ATMs that accept American Express Credit Cards around Phnom Penh? I've tried a bunch but none seem to be working.

Amex doesn't have a presence in  Phnom Penh. Tried to pay bill for them locally and was told I had to do it through a bank using swift etc.

Visa credit or debt are the only ones that seem to work reliably here. Not Master Card either.
